A major new development from SARS is now live — and it has direct implications for how your business handles VAT.
On 17 August 2026, SARS released the VAT Modernisation Consultation Paper. This is the next step in SARS’s Modernisation 3.0 journey and builds on the 2023 Discussion Paper. The message is clear: South Africa is moving toward a digital, near real-time VAT system.
What’s changing?
SARS aims to become a smart, trusted, data-driven tax administration by embedding data science, AI and digital services into the VAT ecosystem. The long-term direction includes:
- Connecting SARS across the entire VAT value chain — right to every point of sale
- Introducing e-Invoices, an Interoperability Framework and e-Reporting
- Enabling trusted, structured, near real-time transactional data flows
- Embedding VAT compliance into the natural systems of business
- Supporting AI-enabled risk detection and laying the foundation for SARS-led VAT auto-assessment
The goals are simpler compliance, lower administrative burden, stronger voluntary compliance, reduced fraud and a more transparent system.
Public consultation is open now. Businesses, software developers and other stakeholders are invited to submit feedback. The closing date is 16 October 2026.
